Turn a decision into something testable
Record the actual question, relevant source, responsible reviewer and approved requirement. Then define the behavior to implement and the examples that will demonstrate it.
For data, consider real fields, vendors and trackers. For accessibility, select representative journeys and appropriate human checks. For security, use the system's risks and operating responsibilities to select relevant guidance.
